 latest news... updated 14/2/13 letter sent to the leader of luton borough council. dear councillor simmons, carl mungazi, luton on sunday cc: luton borough councillors no north write to you not only as the leader of luton borough council, but as a representative of lewsey, one of the wards across the north of luton, that will be severely impacted by the large scale proposed developments currently put forward for consultation by central bedfordshire council. the evidence presented by our neighbouring local authority is horrendous and is something they say they have worked closely with luton with, in order to ensure a cohesive approach to the delivery of sustainable development??? i will give you two examples of this evidence and i ask you to confirm whether you have worked closely with them or not. in previous documents that was submitted to the secretary of state appointed inspector, it was stated that the north of luton was dependent on the proposed luton northern bypass. however, with this road estimated at over £400 million it was never going to happen and turned out to be a fallacy. instead central bedfordshire has put forward revised plans without this. gone is over half the bypass, the section from warden hills to the a505. the supposed dual carriage way from sundon park road to barton road (with a roundabout that uses northwell drive as an access point), has been downgraded to a single. the “dependent” luton northern bypass has literally been bypassed and the consequences are dire. according to central bedfordshire’s own reports i quote, “with the inclusion of the large development sites, the increase in congestion is forecast to be 80% to 100% greater in the am peak hour and 70% to 80% greater in the pm peak hour, compared to 2009”. councillor simmons, i invite you to respond and tell me if you think that for every car currently on our local roads there is room for another? i invite you to comment on behalf of all the people in our area who are travelling to work or taking their kids to school and tell me if a 100 % rise in congestion on our roads is acceptable to the residents in lewsey or in luton? our second horrendous example is this. even with the removal of the “dependent” luton northern bypass there is still a huge infrastructure funding gap of £485 million pounds. this shortfall is made up of education, economic development, green infrastructure, health and social care, leisure, transport, waste, community and culture, and broadband. so not only would we have to contend with polluted and congested local roads but we would have to contemplate urban extensions to luton that would rely on our schools, transport, parks, leisure centres, and other such facilities; are you prepared to accept this? i am sure that you of all people need not reminding of the fact that although the land is under central bedfordshire’s jurisdiction, they are proposed extensions to luton and under the localism bill and national planning policy we have a strong and determining voice. we request that you to use it. our group wish to remind you of the full council meeting on 18th january last year where it resolved, “would not support any development to the north of luton unless it were accompanied by the necessary infrastructure.” central bedfordshire has said that their development proposals have been prepared with luton, but the examples i have brought to your attention would clearly contradict the councils adopted democratic position?
